As Women and Children belong to vulnerable section of Society, it is very vital that appropriate care and protection should be providedin the homes, hostels for women and children. They should be protected from any form of abuse and they should be provided with an conducive environment equivalent to their own home.The Rights of women and children needs to be upheld.The Government of Tamil Nadu has framed exclusive act for Regulation of Hostels and Homes for Women and Childrento provide safe accommodation.Tamil Nadu Hostels and Homes rules, 2015 have been a framed by the Governmentissuing the guidelines for registration of Hostels and homes.
As per the Section 4 of above said act, no working women hostel and homes should function without license.As per the section 5 every person desiring to establish, maintain or conduct hostel, lodging house or home for women and children shall make an application for license to the Collector. Penal provisions have been prescribed in the act for any establishment or homes which do not follow the rules and continue functioning the hostels without registration.
